Resource-weighted progress: state the denominator
Calculate transparent activity weights and distinguish consumed units from completed work.
“Progress” is not a single number. Agree the measurement basis before adding activities together. PlanProof’s Progress Measurement Sheet (PMS) resource indicator uses actual units divided by budgeted units; it does not independently measure installed quantities or earned value.
Use a coherent budget basis
Check TASKRSRC assignments, budget quantities and resource units. Labour hours, equipment hours and material quantities are not interchangeable. Prepare an export on a consistent, approved basis; the current tool does not normalise mixed resource units for you.
Calculate the activity weight
Divide each activity’s budgeted resource units by the total budgeted units in the included project. A 100-hour activity in a 400-hour scope has a 25% weight. Check unbudgeted activities and missing assignments; excluded scope will change the denominator and the apparent progress.
Name the progress formula
PlanProof calculates activity resource progress as actual/budget, capped between 0% and 100%, and multiplies it by the activity weight. Oracle P6’s Units % Complete uses actual divided by actual-plus-remaining. These can differ when the forecast changes. Neither quantity automatically verifies physical completion.
Reconcile consumption and output
Compare the resource result with accepted physical quantities, remaining-unit forecasts and the approved measurement method. Investigate high consumed hours with low physical output. Keep raw actual and remaining units visible even when an activity percentage is capped, so overruns are not hidden.
Hand calculation: 400 labour-hour budget
| Activity | Budget / actual | Weight | Resource progress | Project contribution |
|---|---|---|---|---|
| A110 | 100 h / 50 h | 25% | 50% | 12.5 percentage points |
| A120 | 300 h / 0 h | 75% | 0% | 0 percentage points |
| Total | 400 h / 50 h | 100% | — | 12.5% resource indicator |
If 50 hours have been consumed but only 20% of A110’s physical work is accepted, its physical contribution on the same weight would be 5 percentage points. Label both measures; do not call 12.5% verified physical progress.
Take this checklist into the review
- Resource units share a justified aggregation basis
- Positive budgets and missing assignments checked
- The denominator and included scope are recorded
- Actual/budget distinguished from P6 actual/(actual+remaining)
- Physical output and forecast overruns reviewed separately
